Maybe you downloaded it wrong, when you install WinRar you have to choose for which files it will work. Try re-installing it and choose all sort of files.
prolly ur antivirus detects it as a virus , add it as exclusion for your AV and it shud work
Try 7-zip.

Extracting or not, the hacks don't work anymore, wait for a new release.
Anyway, see if is problem with WinRAR or your anti virus.
