NEWSMART REZ EDITOR.exe

Does anyone have a copy of Smart Rez Editor.exe? Also, is there a proper way to repack rf005.rez? I tried using the command cfrez cv RF005.REZ RF005, but I keep getting the error "1 ERROR HAS OCCURED!!!!!!!". On top of that, the output file ends up being larger than the original, even though i didn't modify any of the files inside rf005.
