Where to get Dedit?

Hey all,

I'm fairly new to Combat Arms modding, so forgive me if this seems like a dumb question. From what I've read, I need a program called Dedit to convert the extracted .DTX files into .tga files that can be edited in any photo editing-type software (Paint.net, picasa, etc.). I don't have this program, and that is a problem. Where can I obtain it?
