I've already downloaded 2 MODS but i have 2 question?
it is just me who see the MOD or the other players too?
How i play with MOD? what i have to do?

You need to rename the file..
So, say if you downloaded GUNS_T_PV_AR.rezNEW(or whatever is says)
You need to find the file, in.
C / Nexon / Combat Arms EU / Game
Scroll down and find GUNS_T_PV_AR.rez
Rename this file to
GUNS_T_PV_AR.rezORIGINAL(or whatever you want)
Then, delete the end part of GUNS_T_PV_AR.rezNEW
So it looks like GUNS_T_PV_AR.rez
Then, start your game, and enjoy your mods
