i cant open it it sais that i have a old version or somthing..

It's for 99% that it is your .NET Framework. To open the program you need .NET Framework 4. You can easily download that on the official Microsoft website (click here). Hope it works, enjoy the program!

Was does it too typ it in console if in that case it isn't working for me ...

The codes are not for the console, it's for making mods.
Example: self maps\mp\killstreaks\_killstreaks::giveKillstreak( "ac130", true );
You have to look in the program for "Killstreaks", put it in the code above and you made your killstreak, understand?

Some stuff that would make the app better:
Be able to mark, and then copy the text
Be able to add customs codes
Be able to change theme

Thanks man! I'm already busy with some new things! There's gonna be a version 1.5 very soon. In that version you can easily copy the codes and paste it in ur mod
