Hacking non server sided is not illegal,MPGH prob just says its using the hacks for "researching" purposes,which in the courts eyes always leads to "non"guilty.

A game client isn't server sided. A way a hack works is really simple, ei when you press "space" you jump a foot high, when you press space it goes into the game client, the client responds by making your character jump 1 foot which is then passed onto the server. A hack simply make you jump 100 feet, rather than one. Which is just tricking the client which because you downloaded is yours. Recreating a client however is illegal as it's copyrighted.
