Why.....? Thats all i ask...Do you REALLY need one?
a lot of kids here think that a tablet will help make them pro, in reality they cant use it properly
You should've had taken some Android tablet and use SketchBook Express, that's what I use on my phone.
But like Scrcrw said, it's really useless if you don't have any prior knowledge.
i got pen and touch you get the hang of it easy i got to get mine fixed my sister dropped it
-.- what you have to deal with while in a family

It sets up drivers so that your tablet acts liker the computer screen so you're not dragging it all over the place like your mouse.
Basically, if you take the pen off and point it at another spot on the tablet, the mouse flashes over to that point on the screen.
You want that.
Mine was Bamboo, don't know about yours.
@Ryan
mine is also a bamboo its a pen&touch. I hope i get around this thing properly.

While some of them may be able to draw @Scrcrw is right.
The only reason I ever got one was because I eventually wanted to get into DP's. Unfortunately, once I did, it was a bit too late.
I'll just say it. Tablets don't make you better. People do crazy shit with a mouse. You guys are seriously wasting money if you're just doing small art, which I assume most of you are, because that's all I've seen from most of you.
If you wanna spend money on a tablet, just save your money and buy a Ipad for Sketchbook Pro. That is some crazy ass shit right there.

And what program is best used for it. Yesterday i downloaded illy.
its a wacom pen&touch
what program is best for it? depends on what you want to do with it. the program i use mine for most is ZBrush. it can be used for many programs but there are certain ones that are made to work best with it (for example it could be sensitive to how hard you press, like autodesk sketchpad and zbrush)
That pressure sensitive setting can be applied to many programs, not just the two you mentioned. Photoshop, Illustrator etc. All have that feature.
whats illy?
