It does, actually. He means by when you rapidly press Q, it switches weapons faster. So... When he brings out his sniper, presses Q, it switches to knife. BUT, when you Quick scope and press Q, it normally doesn't do that. Using Q+E is the best combo.

Scenario ; You have a knife, you jump, switch to sniper by pressing Q, then you QS your opponent, then from that moment, press E and your back to knife. Repeat.
