Code:
#include <iostream>
#include <Windows.h>

int main ()
{
	HWND hWnd = FindWindow(0,"Dev-C++ 4.9.9.2");
    INT WINAPI WinMain(HINSTANCE hInstance, HINSTANCE hPrevInstance,
    LPSTR lpCmdLine, int nCmdShow);

    if (hWnd == 0)
    {
	   MessageBox(NULL, "Cant find dev window",NULL, NULL);
    }

    else
    {
           MessageBox(NULL, "Dev window is open",NULL, NULL);
    }

	system("pause");
	return 0;
}

Dont take my code serious lol.. it's wrong in many aspects

a better way would be to lookup your prcessID or hook it.. on whatever you are doing.. sorry for pooor english :P
