I took this picture off my phone and it came out like shit, so i tried my ps skills and tried to make it a lil bit more HQ

No shit its fail lighitng and quality.. its from my phone.. tried to make it better Quality tho

Put quality enhancment on topaz detail 2 and lower every moved slider to maximally 0.08 and then use deblur.
