Download WinRAR, right click drag the archive you want to extract to the folder you want to extract it to and click extract *archive name* here

sounds like you dont even have winrar. go to WinRAR archiver, a powerful tool to process RAR and ZIP filesⓘ to download winrar. once you download the hack it should automatically show as a winrar file. after that just open up your hack and place the files into your combar arms folder (usually //c:nexon/combat arms) and follow the instructions in the downloads txt file. hope that helps

simple try right clicking it then pressing extract here
~ some windows systems already have a application to extract it with but if it does not then simple download winrar and right click extract here right click on it then run as admin
if it does not work then try download it again and doing it again :P
