Here is the info :
To all of our players from the following countries, we would like to thank you for your continuous patronage and enthusiasm for Project Blackout:
U.A.E, Qatar, Kuwait, Bahrain, Saudi Arabia, Oman, Morocco, Tunisia, Egypt, Algeria, Sudan, Lybia, Iraq, Jordan, Lebanon, Syria, and Yemen.
With the recent development of local publishing for Project Blackout in the above countries, we will begin restricting the access of all players from these countries starting December 21st 2011. All new and existing players from the above countries will not be able to log into the game after December 21st.
Unfortunately, while we are not able to transfer any character information or items, there will be many benefits in making the transition to new local publishers. One of the greatest benefits players in these regions can look forward to with the opening of their own servers is improved connection speed. Logging onto local servers means a significantly reduced amount of lag. In addition, players would be able to receive direct support from a publisher that is familiar with their region, which would include any and all billing issues as well as regional language support in-game and on the web.
Once again, December 21st, 2011 will mark the day when some of our best Operators move on to greener pastures. We have thoroughly enjoyed growing and playing with you and wish you even more fun and excitement on your new servers!
