Since a +15 is worth more than 1B, I think the 30M investment is worth it.
And since +15 can sell for a few hundreds REAL dollars, I think buying 5$ worth of unbind potions is another good investment lol.
I'm pretty sure if I had a +15 for sale, for in-game gold, someone would be willing to gift me the unbind potions to sell it if I made a small discount.

If you want to do any meaningful damage, you're going to need at least a +10.
If you don't want to be kicked, you might need at least a +10 depending on your class.
