I have been looking these up for the last few days and I'm thinking it is not possible even though there are several who claim it is.
There are two methods you can use that I've seen, using a cheat engine to isolate the XP value and modify it, and while it
shows up on your screen as being changed, in my experience I was still unable to enchant items with a higher XP value than
what I previously had (for instance, I had level 6, used Cheat Engine to isolate the XP value, and went to level 2 in the process, and even though it said I had a level of 50, I could still only enchant up to level 2). That result was pretty much expected, as it shows the change on your client but not the server etc.
The second method I have not been able to attempt at all in SMP, as I believe you have to have the active server files themselves on your computers, which I don't. This method involves using NBT edit to add tags to the items in your inventory to give them an enchantment and level of you choice, not by actually increasing XP.
I'm thinking it's not possible without changing the files on the sever themselves, so you can't hack the your level w/o changing files on the server, which might be detectable anyways.
TL;DR Current XP hacks only affect your client, not the server

well for the moment no you cant, and thats to be expected as it is with most games. but im sure ppl will find a way to make it so you can get exp orbs some other way and it wont be an exp hack so much as an orb spawning device or something,
i want there to be a plugin for adding levels to people's players
single player commands has an exp hack of some sort i didnt care to look into it
