Help?

I had absolutely no idea where to post this but here will do I guess, murder me if it's in the wrong section if you want. Does anyone have any idea how to bypass an account limitation on paypal? Paypal recently limited my account with $132 in there which was needed to fix my car and I can't exactly use the resolution centre for personal reasons.
