Uhmm.. For example a program might be blocking you from connecting too that site, making the user think the site might be down. So the ping would be kinda useless then. Using isup.me let's you check the site if it's running from a different computer. Kinda get the point? It might be just that your computer is having troubles connecting to just that site for some reason.

And like someone already posted, who cares, as you are not able to connect anyway? The point here should be to YOU to be able to connect, not others. (not checking for others)
The only use I see about this would be some kind of network where you have something hosted there and you cant check your OWN website from the network itself (IIS gay shit for example) since you are on the network at that moment, and even with that... meh.

If you can't connect, it may as well be down, right? I mean, if you can't connect or make any contact with a site whatsoever, unless the user is tech-savvy which he/she/it probably isn't, it won't make a difference. BUT computers get faster and faster so nobody really cares about efficient code, and I understand that you're learning, people learn fast. Looking back at my code from a few months ago makes me go ".....wut.....". Maybe to practice, make a few programs, or a program that employs every method you can think of to check if a server is running? Have it log the results of each method to a file? Just a thought, seems like good fun to experiment and practice.
