Server HELP!!! Pls

Hey Guys! I made my server i can connect via internal ip, but my external ip is like xx.xxx.xxx.57178 everytime is random port.... Internal one is 28960 :S
Help, and i cannot see my server in server list

I did port fowarded my ports, but when i am going to check ports they are closed! HELP PLS!!!

If you have two identical ip then you need a program tunngle it will give you second ip on which you can connect to your server.
