Unless you're doing illegal things, yes there is. Hell, you could even try it without Tor, but you won't have the same encryption method that people swear by. VPNs, proxies, socks, etc. Find a VPN that doesn't keep logs (hard to find) and bounces an IP from Sweden or something. My private one does just that.

And there are plenty of ways to monitor people's activity.

Deleted all semi-illegal shit and banned users.
