Need some help about paypal !

i am not very familiar wit Paypal i haven't used it yet because i dont have a cc cuz m still underage to own it well i do use a dealers cc to pay or something like tat . The problem is my friend own a paypal acc and He has got 80$ in it but the acc is not verified and he even wont have a cc so is their any other way to use those money without verifying it through a cc and is their any method to verify the acc without a cc and do transaction ?
