I have heard something about opening a dispute for the buyer.

1) Lookup the transaction you wish to dispute within PayPal and click 'Details'
2) Somewhere at the bottom of the page you'll find 'Click here to resolve' (in blue)
3) Click it, choose an option and continue from there.
