cmputer issue [HELP PLEASE]

when i start up windows 7 64bit a series of weird errors and stuff happen:
1- first thing to pop up is application failed to start correctly (0xc000007b). press OK to terminate the program.

2- the mouse starts flashing like crazy and so does the blue circle thing that comes up when loading

3-the task manager is fucked up - taskmgr.exe - Application error - the application was unable to start correctly (0xc0000142). click OK to close the application.

4- there is less then 15 processes running but it is using 3.4gb ram/4 gb
not enough memory to start any programs

need some help please!!

Re-install windows. that's the easiest thing you can prolly do.
