What version of .net framework do you have?

I see, what operating system are you on? Can you run elite encrypt in compatibility mode?
If you are on windows 7 try running it as administrator.
If you are on windows 7 try running it as administrator.

Try uninstalling the .Net Framework you have, then go to google and search ".Net Framework 4 Web Installer" and download/install that.
