[Solved] How to fix this error?

How to fix this error?

Everytime i try to update the minecraft launcher it stops saying "Downloading Packages" and then after couple of minutes it says this
"Fatal error has occured (4): Connection times out: Connect" what does this mean? my internet is fine and im connected to it but why am i getting this error? can anyone help me?

If you have a clean version of minecraft, force update.

Delete your bin folder -- open up MC, force update. Profit.

Delete whole .minecraft.
Its shoudl work then

If neither of those work, check that your net stream isn't choppy. It may have been on Minecraft's server side.
