How do you setup macros?

I am not sure if this is what you call it. Like you see people typing "F11 KICK NOOB HACKER F11" over 5 lines really fast. Is this a program or what.

When In-Game Go To The Pause Menu press settings then press community then all the way at the bottom it will say f5 f6 f7 f8 type something in there that you want to say without having to type it @motherfooker1
