FPS

Is FPS related with the CPU or RAM or Graphic Card?

I dont know what CPU means but, i think it is if you play games about the speed of your processor (GHz) , and like 4 ram is enought to play all games smoothly imo.
Also need a good graphics card (so it can see the graphics)

It has nothing to do with windows, my speed is the same cuz my Ping is the same.

I think its related to all of them. Because I used to share my graphic card memory with my RAM on my old computer.

Mostly CPU.
