You need Adobe Flash CS(3/4/5/5.5/6) any version or there are many other Softs to make swf......

Lol now you want tutorial

.......... Ok first Download Adobe Flash CS5 then follow the steps :

1.Click on File > Import > Import to Stage...

2.Select File (Png jpg or anything you want) > OK

3.File > Publish setting > Set the location of the swf ( desktop is better )

4.File > Publish....

5.See your desktop you will have your swf..........
