Installing Combat Arms

Hi, I started to install COMBAT ARMS on my other computer, but it wont work, ive redownloaded it several times, and even dragged over the exact combat arms download and folder, but i still get an error.
When i try to install it i get this error:

Restart your computer then re-download it and re-install it

Guess ill just have to make a new steam account because my old account is linked to steam Q.Q ):
