menu for server admin

Hey i run a private hive server and have never used any menus or bypasses, i was just wondering what is the best way to go about doing this. What's a good menu for spawning in persistent vehicles and do i need a bypass, if so does that mean everyone in the server will be bypassed (enabling them to run scripts) or just me. My goal is to get some cool vehicles and weapons in my server that are only available with menus such as jets and silenced rifles and what not.

I do want to keep some hacker protection to stop malicious hackers that nuke the server and shit
