If what he says is true, one actually charges you, the other bans you.

Also, he didn't go into step-by-step detail of how each method works, but if he did, these methods are worthless.

it worked for most of my people and it didnt work for a few cause they were in different countries

Paypal works globally for Nexon.

Pay By Phone works in selective countries.

You said it takes about a week to receive the NX, but PayByPhone and Paypal are both instant transactions. A chargeback gets your account banned as soon as you charge back, there is no way to scam PayByPhone unless the method involves you using a certain application or such that provides you with a mobile phone, even then its only open to select mobile providers.
