never waste money at the beginning, not that there are much stuff to waste money on, but dont waste either way. You will need them later at high level
depends on what you define by "fast", depends on how much time you can spend. With 7 hours a day, i get to lvl 60 in 3 days.
opinions vary on what kai good and not good at
pvp is about stat, pve is good, can solo most bosses
dunno, never played in EU.

The characters are all balanced it's just your preference of play style. Kai is probably easier to stay alive since he's long range and can attack on the move.
dont waste anything for a long time til you're at least lvl 60. Lvl 60 might take you a week of playing (a lot).

The pvp used to suck but they are making improvements and adding new pvp elements for the future. Still heavily based on gear though which i dislike.

and why would you do this??? I mean wouldn't it be better for EU people to play in East?

Kai is going to get Crossgun this Wed's so you might want to reach lvl 20's so you can try it out .

EU or NA is question of preference, Unless you want to use Spear Lan I don't see a reason to choose NA over EU, since the population is kinda the same. The only major diference is the Money, NA everything is a lot more exepensive,but it's good in one way, you can buy more craft stuff (if you are in that kind of stuff) and for more pots, while in the EU Version everything is a lot cheaper but you earn less if you sell something aswell .

Unless you have some friends to go with you to NA and a good Proxy/VPN I would recomend staying in EU, Connection is really important in this game.

not sure about the exact lvl but yea, i heard people got it earlier than the usual lvl 24.
