Is this on a new computer?

Make sure you have .NET 4.0

It's not new but i reformatted it recently, and i have .4 net i have every requirements.

Did it by any chance delete any graphic drivers when you did this?

It's fix i guess u guys can close it now. Maybe my firewall and anti-virus was interfering, thank you for your time.
