Then i rebuilded, started my server and

Pretty sure this is the right place:

Go to the control panel like @C453 said.

Click 'Change Display Language'

Go into the formats tab.

Click 'Additional settings'

And in here you can change some stuff, pretty sure it's the 'Decimal Symbol' you need to change.
