Anyway you could get this to work with masks as well

Whenever the iphlpapi.dll file is in my Payday 2 file and I launch payday 2 it says "steam must be running to play this game". When I delete it I can play again, any fix?

It says i need steam running to play this game what does that mean help PLEASE!?!?!?!
