You could probably do it yourself.

Go into the game files, search around a bit, and find the images for the blood effects. Edit them. Easiest thing to do would be to stretch them.

Be sure NOT to use Microsoft Paint, because it will turn the clear spots white.

yeah but if u stretch them itll make the files larger i think so the file checker will say they have been modified or changed and cf will shut down by force

Add more blood then. Copy and paste one over itself, with a little panning or rotation, and it will look like more blood.
