Got scammed..

So I bought something off ebay from this chinese piece of sh** and I got scammed.
Obv I paid first since he had like 10k positive feedback, and I thought paypal easily gave you your money back, but I geuss I was wrong.

Lost 23€ to that motherfker

Anyone who knows how I could scam/get back my money?

Use Skype to call them. 1800 numbers are free.

Contact both the seller and paypal again, if that doesn't work contact ebay.

So I paid him €23 for waterfountainspeakers, and when I contacted him, he ignored me, so I told him I'd start a dispute(this was around 20 days later after the purchase). Then, when I started the dispute, he sent some bullshit tracking info and now paypal closed the dispute and I can't start one about it anymore.
