Not Sure if this is the right section but
So I bought a new Video Card (ATI Radeon HD 5400 series )
1 week ago
Had 70-120 fps in Crossfire
and on the Second week my Fps turned to 20-50.
Wtf? Why Did my fps decrease.It's only been 1 week

Download the drivers and software for the Graphics card.

Download the latest drivers from AMD's website

I realized that this is a much better section than the Crossfire one Since this is an Fps problem not a Crossfire one.
And I will try that and see if it works.

As other have said get new drivers and check that your card is FULLy in the PCI slot, I had mine about 1/10 out at one side and it kept cutting out and lowered performance.

Why dont you try some lower settings on your game to get better FPS or read like every one else and try sort the problem there is always a reason and always a way to fix it.
