Unless you want everyone on it to hack. I know it's hard, but that's how it is.
You could also try a money-type approach to it. It's less likely to to increase the base, but it will give a lasting base as well as money for you to upgrade the server to make it better and in the long run be able to generate and power for more players. By that I mean premium features but in a nice way, everyone CAN earn their way up to get the same items as the rest (excluding maybe a few ultra premium, it's always a booster. Don't make it anything that gives another player advantage over another, it should mostly be visuals. I'm talking out of experience, being forced to pay for features fucking sucks.)
Then you could always have a trial version of premium so that people can get a feel for it to see if it's worth it, that's more of a suckup way, since you have to make sure they feel royal enough to maybe throw a few pennies at you.
