Do most Germans barely speak any English ( if at all, not including words like noob)?

Issues like this are extremely present at shows like GamesCom, an international event where the hosts barely speak any english. I had more than enough trouble just getting my wrist band to get in ...

Yeah forgot to mention the french.

I've been to Germany quiet some times. Never had a decent answer when i ask shit in English.

No shit they don't know how to speak english, it's not their first language.

Also, your english is pretty bad as well.

Well.. That explains it not being perfect, but i've been added numerous times on steam etc when the first thing they ask is "German?" and if I tell them no,I get broken English back and never hear from them again.
But besides that point I don't mind that there English ain't perfect , I was just wondering why such few Germans (and French) speak English?

PS. English ain't my first language as well.

Also, it ain't that bad, I may make some mistakes here and there, I'm not too bothered with some spelling mistakes (Dyslectic) as i make those as well.

Also i think you missed the point that i'm not bashing them on it or anything, I was just wondering.
