Need Help Makin COD Private Servers?

i am kinda clueless on how to make cod private servers, i mean making warz private servers is easy but i don't know how to do it with any cod game preferably cod black ops, cod black ops II.

I don't think you get what i mean by private server's, I mean like an emulator & there is no source on google about it anyway.
