these are my specs , i still get 10-20 fps

It's your graphics card, you don't have one. Your pc relies on your integrated card which can't run high resolutions/can't play on high quality either.
try playing on a lower resolution, as well as lower quality setting. Since you have a laptop, there's almost no way to fix this.

but before i used to get 100-110 fps , after i installed a new windows this all started :S

Well you should FPS 100-200 with this PC...

hmmm core i7 and you get 10-20 fps... thats strange
