Need help with upload

This error is given can anyone help me fix it or is it a coding error?

Also its not the file since i tried 3 different files and i also tried files that did upload before.I am also making the file a .rar before uploading

I am getting it when changing my avatar as well.

Pretty much only something Dave can answer. Other than trying again, I have no suggestions.

Ok but i hope its not like last time which took like a week i think to get solved -_-
