Is it hosted by you or a server hoster?

List all of the plugins you have installed.

And as cam_man said is it hosted by you or a hoster

21 plguins and 3GB or RAM? That ain't gonna run well. Hell, a vanilla server on 3GB of RAM lags. Up it to 4 if you can. Anything beyond 4 is better, but 4 is a bare minimum for smooth gameplay.

try to buy more ram from ur hoster

is it hosted?
