If you've hacked, that's, most likely, the reason why you got IP banned.
I highly doubt you've got an IP ban, most likely they just banned your account(s)?

you download it fro steam or not???
if not from steam go to "C:\Ubisoft\Ghost Recon Phantoms\patches\PDC-Live" and delete all "*.stats" files.
and delete folder "C:\Ubisoft\Ghost Recon Phantoms\PDC-Live".
and start the lancher.
and wait installation <<<20 min
