Jittery Ping?

How can I fix this? Finally put together my new PC, seems to be the only problem. Now time to get Skyrim

Well the first thing that we should establish is if you're using wireless or wired to connect to internet. Wireless has a ton of problems that go along with it but wired has next to no issues and is far and away the better option, which are you using?

I'd be willing to bet that's your problem, try using a wired connection if possible and see if that fixes the issue, any Cat5 cable should do just fine.
