If I'm banned on Arma 2 OA (before the server switch) and I buy Arma 3 on that account, will the ban carry over?
I think so, but I cannot be sure.
I read a while ago that BattlEye Bans are now universal across Arma3 and DayZ, do you know if you were global banned? if so and your key was stolen you could always try to contact BattlEye support if you think you're ban is a false positive. If you know that you have cheated, then stop reading and refrain from bothering BattlEye. They won't help in this case and all your excuses are long time known.
(You could always try a keychanger though, I believe there is one that works here on MPGH). If doing that doesn't work, you can either get an account from the market place, or rebuy the games, sorry.
Hope this helped

keychangers for arma 2 are outdated and no longer work, your safest bet would be create a new steam account, buy the game on the new one, and share your game libraries so you dont have to switch between accounts constantly
No response after two days, assuming solved.
