Nexus 7 2nd Gen:
4 Cores, 1.5Ghz by default
Nexus 9:
2 Cores, 2,4Ghz by default.

However, I'm impressed by the mAh on the 9th one.

OT:
I'd go for the Nexus 7 2nd gen LTE version if I were you.
But then again, it all depends on what you're using it for.
Besides. The 7,2nd is probably a whole bunch cheaper.
