you are supposed to steal the cfg from the server
using this:
request_file cfg/server.cfg
smart people are renaming the cfg to something else or have a magical protection shit. dont do it to yourself or you will crash

the server automatically executes server.cfg on initialization retard, you can't just rename it to avoid it being stolen
