it's impossible , since both depend on Directx library which is ONLY Supported for C++ .
Impossible is the wrong word.. everything exists in ram -> and we can call WriteProcessMemory() so..any code that can be put in ram, we can put there. Source code will be fugly, but can be done.
It is absolutely possible, to be more correct: it is pretty easy. You can use Vb.net and slimDX libary to do all stuff you need.

But he will still need to get some sort of hooks , which will need C++ ....
Edit : nevermind , I saw Helios.v3 's post and discovered this weird slimDX library , Really helpful to find such a library that supports directx for .NET apps

again, WriteProcessMemory() will do that. A hook is just writing a jmp instruction somewhere in the process.
