ISP not allowed

When I was at school today, I was mainly on mpgh. I was using Tor and when the IPs switched I got this message
"Your ISP isn't allowed on this website, if you feel this to be an error email me at: dave84311@mpgh.net [Error Code: 1]"

Does that mean someone is banned on that IP or simply the ISP is not allowed on this website.
Plz answer, thx.

ZenMate works just fine with me.

OT:Try using a different proxy, maybe ZenMate, or change location.

Tor blocked for obvious reasons.
