Steam not working :( Please help me!!!!

hey i bought a steam account earlier yet its not letting me apply steam guard or set up paypal. for steam guard set up it says "Steam cannot currently process your request. Please try again later." and for paypal it says " There seems to have been an error initialzining or updating your transaction. please wait a minute and try again or contact support for assistance". Has anyone else had this or does anyone know how to fix this problem? if it helps i owned another account and sold that today then bought this new account.
